Associate Recruitment Officer

Organizational Setting and Work Relationships
The Associate Recruitment Officer will function under the direct supervision of the Head of Unit. He/She will mainly be responsible for external recruitment for international professional vacancies which includes screening, shortlisting, interviewing and selection. Further, the incumbent will provide advice and support to ensure that the recruitment process is conducted in accordance to the Organization¿s rules and procedures. The Associate Recruitment Officer will have regular and direct contacts with managers (regarding filling posts in their areas), often advising on possible options open to them, and with functional units (regarding clearances). The incumbent will also liaise if needed with the grading unit and external vendors on recruitment matters. The incumbent will deputise the supervisor in his/her absence and supervise some local staff with whom he/she will be working directly. The position is sensitive in that the information the incumbent gives out must be accurate and he/she must respect information which is confidential and use judgement on what can be disclosed.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties
– Oversee preparation of recruitment programmes and advise on preparation of job openings when appropriate.
– Actively participate in shortlisting, assessments and interview processes and ensure compliance to set practises and guidelines for talent pool and externally advertised positions.
– Ensure that an adequate number of ready to hire candidates are maintained in the Talent Pool Profiles to meet the operational demand.
– Ensure that all third parties contracted by UNHCR for assessment (shortlisting/tests) are monitored and evaluated.
– Ensure the Unit budget; expenses are properly recorded.
– Ensure follow up of tendering process with Procurement unit.
– Supervise maintenance of recruitment and assessment records, including MSRP entries into HR recruitment module.
– Ensure that all documentation related to recruitment process is properly archived and up to date.
– Coordinate liaison with other TOAS units and DHRM departments (APS, CMSS, PAPS) when appropriate.
– Coordinate liaison with field missions and HR representatives in the region when appropriate.
– Ensure assessment policies/procedures and processes are implemented.
– Ensure that externally advertised shortlisting is done on time and according to the procedures in the Talent Outreach & Acquisition Section (TOAS).
– Represent DHRM in interview panels and make selection recommendations.
– Enforce compliance with UNHCR staff rules and regulations.
– Perform other related duties as required.

Minimum Qualifications

Field experience with a UN or International NGO in the field is an asset.

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year). Operational Context
Under the guidance and supervision of the Head of Unit, the incumbent plays important role focusing on risk and oversight in recruitment processes. He/she oversees the verifications for new hires, ensures compliance with relevant policies, interprets the policies and provides advices to the clients, leads the team providing reference and other verifications for the organization, analyse trends, provides suggestions for possible policy or operational changes, recommends exceptional measures, provides guidance on academic and other verifications to HR practitioners, managing the service provided by OneHR centre focusing on quality and efficiency of service, provides feedback to OneHR, support the creation of tools such as HCM interfaces and dashboards, contributes in capacity buildings and trainings for HR practitioners in the field ( creating and delivering the trainings), creating and implementing workflows for new initiatives related to references and background verifications, participates in knowledge exchanges and technical discussions with other OneHR members.
The incumbent keeps frequent contacts with candidates, hiring managers, APRS section, other UNHCR units such as Personnel Administration, Legal Affairs Services. He/she will be also in regular contacts with the focal points outside of UNHCR: OneHR, peers in other UN organizations discussing technical matters and occasionally in touch with external entities such as universities and NGOs.
He/she is able to work independently with minimal supervision, pro-actively suggests the solutions for operational problems, coaches and mentors the team members and ensuring delivery of services to clients.
Experience in Human Resources in UN, in particular in reference verification, background checks and their interpretation supervisory experience as well as experience with workday or other cloud-based HCM tool are desirable.
