What you’ll be doing

National Society Engagement

• Act as a regional focal point for all staff on loan processes in the Europe Region.
• Communicate with National Society counterparts on HR initiatives and opportunities.
• Provide advice and services to National Society on HR policies and best practices.
• Support NS to strengthen the organisational function of their HR management and advise NS on developing and implementing HR policies and procedures when it comes to all elements of HR management and development.
• Provide advice and support to, or share experience and tools with, National Societies on matters relating to operational structures, mechanisms, procedures, and regulations to effectively mobilize and manage talent, especially during emergencies.
• Strengthen the regional HR network and build relationships with national societies not yet part of the network
• Facilitate the formulation of an HR practitioners community and ensure its activity by providing information and support to its members.
• Organize HR Webinars in partnership with the HR focal points and the NS HR practitioners.

HR capacity building

• Map the regional HR capacities and assess capacity needs and assets.
• Conduct training needs assessment, develop and implement a capacity development plan to strengthen the skills, abilities, processes and resources in the regional HR team.
• Ensure excellent collaboration with HR colleagues and contribute to their individual and collective learning and professional development as suitable.
• Collate and communicate best practices as well as processes to enhance collaboration and ensure maximum clarity.

Talent Acquisition

• Manage end-to-end recruitment processes within assigned Division(s)/Department(s) by providing support in drafting job descriptions, identifying job requirements, grading positions, shortlisting candidates for interviews, participating in recruitment panels, calculating remuneration offers, performing background checks and conducting relevant negotiations with selected candidates.
• Advise hiring managers on the engagement of different categories of the humanitarian organization personnel, including interns, volunteers, consultants, Staff on Loan (SoL) and the staff.
• Provide advice to HR colleagues and hiring managers with regards to the interpretation and application of the Staff Regulations and related instruments relating to talent acquisition and coordination with National Societies.
• Participate in the implementation of strategies aimed at maintaining the highest standards of integrity, candidate diversity as well as fairness and transparency in the Recruitment and Selection process.
• Contribute to the development of strategies to enhance candidate and new hire experience.

Contribution to the building of an effective, high-quality, HR team

• Contribute to the continued improvement of regional HR metrics and their tracking to generate valuable information and facilitate decision making.
• Be actively involved in broader projects and policy development activities and contribute to wider process improvement initiatives.
• Ensure support in registering and updating master data in the organization’s HR systems.
• Provide back-up support in the absence of other team members.

What you need to have:

• University degree in HR or related field. A combination of a first-level university degree and extensive relevant experience may be accepted in lieu of an advanced university degree.
• Professional HR qualification is an advantage
• At least 5 years of relevant working experience.
• Demonstrated HR professional experience in a multicultural, international, matrix organization (IO, NGO, corporate)
• At least 3 years Talent Management experience
• Excellent communication (oral and written) skills
• Fluent in English
